Shri G. Nageswara Rao

Shri G. Nageswara Rao

AERB has completed 37 years of service to the nation in the area of regulation of nuclear and radiation safety. AERB wishes a very Happy and Safe operating year 2021.

The Atomic Energy Act (33) 1962 envisages utilization of Atomic energy and Radiation technologies for societal benefits ensuring their safe deployment in line with the well-established requirements and international benchmarks. AERB was constituted in 1983 as the agency to carry out the regulatory and safety functions identified under sections 16, 17 and 23 of the Act. AERB has been functioning with the mission of ensuring that the use of ionizing radiation and nuclear energy in India under its purview does not cause undue risk to the health of people and the environment.

As per the well-established safety principles, the ‘prime responsibility’ for Safety rests with the facility owner. In this regard, the facility owner, as a minimum, shall have the responsibility to ensure adherence with the safety principles, requirements specified by AERB they also have the responsibility to ensure that their service providers / stakeholders also follow the quality standards and maintain competence levels relevant to the services they render to the facility.

AERB has established a suitable regulatory frame work to verify that the facility owners are discharging their prime responsibility for safety as well as to ensure that the established regulatory controls are followed in all activities related to establishment and operation of the nuclear facilities (where radiation sources are generated, handled and/or stored), radiation facilities (where the radiation sources and radiation generating equipment are used for medical, industrial or research applications) and in the transport of radioactive material.

In the endeavour for ensuring safety, it is of immense importance that all of us the regulators, the facility owners, the operators and other stakeholders understand and appreciate their respective roles and responsibilities well. That will help us in addressing the special challenges involved in ensuring nuclear, radiological, fire and industrial Safety in the facilities, towards achieving the goal of high standards of productivity and protection of people and the environment. I assure you all that AERB will play a highly constructive role in this partnership for achieving excellence in safety.

At the same time I would seek your support and proactive actions and suggestions from all of you, the facility owners and stakeholders in enhancing the safety performance further.
