Fresh doctorates are recruited at one level above the entry level.

For all entry level recruits a special orientation course is organized for on-job training and exposure to regulatory activities. Also various specialized training courses are arranged for scientists and engineers already working with AERB to develop expertise in specific areas of interest relevant to their work assignments.

For developing expertise in regulatory inspections inexperienced regulators are allowed to participate as observers before becoming a part of regular inspection team as inspectors. After acquiring sufficient experience in regulatory inspections they are allowed to become certified inspectors and after more experience is gathered some are allowed to lead the inspection teams as lead inspectors.

Young scientists and engineers are allowed to upgrade their qualifications if they intend to do so. This way a person joining as a graduate may retire as a doctorate in this organisation. Promotions are based on performance. For best performers promotions are merit based.
